1/ Close every incoming and outgoing internet connections (with your firewall or in network options)
2/ Launch the game
3/ Reopen every incoming and outgoing internet connections
4/ Open the developer console and connect to the server
===> connect psychohome.no-ip.org:27014 (to join on Multitank Hard mode for example)

You can also disable internet till you start the game,then enable it again before connecting
